I develop plugins and when I do an update it would be good to have an automated way to alert users who buy plugins from the website by emails about the new updates , or when there is a new plugin uploaded.

The marketplace already does this. If you're doing something custom, then you'll also need to do that custom as well.

What do you mean by 'plugins'? If you mean modules, then you could use the Marketplace which, as Michael says, already does this.

I make music plugins https://www.dubmusic.com/plugins/merch and wanted an auto update like the market place for users that bought the plugins

You'd need to create a system integration with whatever piece of software the plugins are used. Which is probably not jamroom.

It seams like the notification could go "/user/notifications/profile_id=1705/user_id=1061" to anert users when there is
new song added to the playlist , new item added and so on ..
