solved User Limits Browser
I find visitors can stream more than what is allowed in the quota for visitors wish is 10

Visitors do not have a quota applied to them.
When using the User Limits module like this I'd suggest that you disable streams to non logged in users -
ACP=>Core=>System Core=>Global Config=>Content=>log in to stream
