Is it possible to merge two groups...

a) within the same profile?
b) across profiles within the same quota?
c) across quotas?

With the Change Owner tool, we can shift groups between profiles anywhere, so if it is possible to merge groups within the same profile (a), then (b) and (c) should be possible.

By 'merging groups' are you wanting to merge all members, discussions and pages? Presumably yes.
The easiest and quickest way would be to run a database query on the group table(s) to change group IDs of members etc. Best to do it this way if there's only a few groups to do it to. More than that it might be best to build a tool to do it.
Remember though that merging groups is unlikely to be reversable.

Yes to the first question.

I have groups of similar purpose formed at different times. It would be nice to have an ACP tool that can be used for this in the long term, as it would facilitate continuous creative formation and reformation of groups.

I have many groups that could be merged with potential benefit.

1. Groups with similar aims.
2. Groups with broader aims that can accommodate groups with more narrow aims.

This is a result of an experimental approach in which many groups were created initially, in order to see which ones attracted members.

I envisage this process continuing in the future, but need an easy to use tool to merge groups. I would be happy to pay for development of the tool if it can be made available to all JR users and thus be open for feedback and improvement by the JR community.

Wondering about GDPR... my first thought is that you will need permission from each user before merging them into a group which is different to the one that they chose to join.

True.

In my case, there has been almost zero activity in the group forums, regardless of how many people joined. I think it will be sufficient to inform the members of the planned merger, and reasons for it, and to tell them how to leave the group before or after the merger.

If there are objections I will be grateful for the feedback!

I don't think that will work with GDPR , your users need to "opt in" for any changes. You can't assume, nor ask for their agreement by default (e.g. "you agree to be moved to a different group later if we feel like it").

If you have zero activity, well that's a different problem. Merging inactive groups is a waste of time. Merging an inactive group into an active group is high risk, don't dilute your active group and kill it.

Imagining group activity in advance of it happening is a huge waste of time, a fool's errand. You just have to watch and learn.

Creating the network has definitely been a fool's errand, with me the chief (but happy) fool.

I will take your advice here and let the sleeping dog lie, if I sense any life in a particular group.
