Every thing works but this link http://dubmusic.com/user/signup

Check that your server does NOT have a directory or file at /user/signup.

It was always working until after the upgrade , there is no http://dubmusic.com/user/signup dir or file....

A 403 error comes from your server, so you have a .htaccess rule or server config in place that is blocking the signup.
