The profile logo image option only supports jpg and png, is there a gif option as well and where can I enable that?

You can select image type support in the Image module quota section -

ACP=>Media=>Image Support=>Quota Config

I have all formats checked, png, gif, jpg, and jpeg, but when someone tries to upload a logo image, it only supports jpg and png.

Actually, I'm not seeing an issue uploading gifs as a profile image - http://cajunukcouk.jamroomhosting.com/tester

Not the profile image @paul, it's the profile logo that doesn't accept gif.
