Hi , Is the master admin still able to create a new profile without a user and beable to upload audio and video for that profile ?

I assume you are asking if you can fill up your site with profiles for testing. If so this is the tool you want here.

https://www.jamroom.net/the-jamroom-network/networkmarket/50/developer-tools

This will allow you to create as many profiles as you want under the administrators account. It also puts a profile picture and what not.

After activating the module you just go in to the profiles tools and create accounts.

Yes - you can do this: User Profiles -> Tools -> Create new Profile.
