I have a power user profile for labels who can create profiles for artists. If an artist creates an account later, how can they link the account to an existing profile rather than create a new profile?

Also, How can an existing user give access to various labels (power users) to administer content on his profile?

Linking accounts is an admin level feature. Its not available to be allocated.

Its in the ACP under USER PROFILES - TOOLS - USER PROFILE LINK:
your-site.com/profile/user_link

If you wanted to expose that functionality to a quotas you'd have to do something custom.
