How does that work? Why would it be good to have?

Where everything scrolls at different speeds. Can you give me an idea of how you think that would work well with Site Builder. It seams to me to be very much a skin designers thing. I suck at skin design.

Yes it is the effect where the background scrolls at a different speed. But in reality it is a section of a page where the background remains static and the content scrolls over it.

It adds a really nice effect to your site and can instantly update your look with minimal effort.
