There may be a logical reason for issues not being searchable via the site search box, but could this be added as an option, off by default?

Have you tried adding the field you want to the "Additional Search Fields" field in the SEARCH modules "Global Config" section:

YOUR-SITE.com/search/admin/global

Quote: If you would like to have additional DataStore fields available for search, enter the DataStore field name, one per line.

Example:
If you have created a custom User Profiles field via the Form Designer called "profile_location" you would enter profile_location on a line by itself to enable that field to be searched.

Template Variable: {$_conf.jrSearch_search_fields}
