Let's just do it this way.
As an admin, I want a button on the form link below so that when a user sends a "contact us" message, I can click the button to open a new inbox message to the user that will also include their contact message.

This would be more appropriate to a dedicated "contact us" type module. The Custom forms are designed for any type of form data that will be stored in the DS - this allows you to search/download/sort etc, whatever it is that you are collecting, so I would hesitate to add functionality that is only specific to the "contact us" form that might be defined in that module. Does that make sense?
We actually have a nice Ticket module that would be better suited for a contact us type setup - I've been meaning to get that into the marketplace for some time.
