Welcome back Zach ;-)
I don't know SE enough to say whether this is possible or not. Is there a SE archive you can download for us to take a look at? Happy to work with you and your SE site as a 'feasibility study' into this. No promises that it can ultimately be done at this stage though.

one of the most important things is the subscriptions i have but they are set up through a paypal app so i think that may just stay inside paypal even after i move and then i can just create new subscriptions on jamroom

If you have access to the MySQL Database in SE, then we can also export directly from the DB as well. Are you running SE on your own server?

yes i have full access to the mysql database i have attached a photo of what it looks like on my end in cpanel

ok, that's a start - let me have a dump of the SE database (or the cPanel login if you're not sure how to do that).
How about the SE archive you were checking out? At this stage I need all info and options, including your SE site URL to take a look at.
Take this to a support ticket so that you can send logins and files etc.

sorry for the delay, work has been crazy pushing us over 60 hours a week just have not been online much still planning on doing this move soon within the next few months just need to get things situated and tie a few ends but i was looking and i see i still have the jr store data csv file with all my members data in it from the last jamroom site would that be useful on a new site?

Not sure what the 'jr store data csv' is of, but if if contains rows of member data its likely useful. What was it an export of?
