Can someone remind me how to change the signup questions for new accounts? Also, is there a way to make any of the questions mandatory, so they must answer them before moving on?

Use the Form Designer. When logged in as Master Admin goto /user/signup and click on the Form Designer button (top right) and update/create fields there. Similarly goto your User Accout form and use the Form Designer there.
