How do bands choose whether to allow downloads or not ?
I know they can make the cost 1$ or more and that will disable free download but what if for example I am going to premier a track for a band and they want me to post it i don't want to sell it and i don't want it be available as free download is this possible on an individual basis ?

The bands don't get to choose, the site admin chooses how the whole system works at:
ACP -> MEDIA -> AUDIO SUPPORT -> GLOBAL CONFIG -> block file downloads
ACP -> MEDIA -> AUDIO SUPPORT -> GLOBAL CONFIG -> block album downloads

It would be possible to add in a field with the Form Designer then use that to show/hide the button to download, or build a module to allow/dis-allow but its not there by default.

I haven't done it so don't have the exact steps.

what about making it a quota thing like only certain quotas can download is that possible?
