In jr4 you could make it so a item can be purchased just one time or multiple times. Can this be acheive with the payment support module without the item bundle module?

Right now there is support in the payments module to allow or not allow the "quantity" of an item to be changed in a cart, however there's nothing that is checking to see if a user previously purchased an item and then preventing it from being purchased again.

I am trying to prevent a selected audio file from being purchased more then once.

I created a Music Producer quota.
The producer needs the option to sell a instrumental non exclusively (multiple times) buy anyone or exclusively (1 time).just one buyer.

Like in jr4 pay pal module.
