I need to allow profile forums to a specific quota but also I need to remove it only from the profile menus to those quotas specifically. How would this be done?

Seams weird.

Docs: "{jrProfile_menu}"

You can do it with the 
exclude_modules="jrForum"
paramter of the {jrProfile_menu}.
