Error 403 while trying to install.

Trying to install Version 5 of Jamroom(did have v4 installed and working - but removed and installing fresh v5). But after uploading and unzipping and trying to start a new install I get the following error:

Forbidden

You don't have permission to access /modules/jrCore/router.php on this server.

Additionally, a 403 Forbidden error was encountered while trying to use an ErrorDocument to handle the request.

Now if I remove the "-ExecCGI" from the new v5 .htaccess it seams to work.
The -ExecCGI is not in the old v4 .htaccess. So is this really needed, because it does not work on my website.

No it's not needed - remove it if it causes an issue on your server.
