solved Modules won't stay engaged

I've been noticing when I check "Apply to All Quotas" and then save, it doesn't remain checked...what's up here?

That button is always going to show unchecked upon page load. It's an action not a setting. So in other words, when u use it, it applies to all but it won't stay checked.
