How do I add the admin hover menu to a custom skin?

Did you install the module (after which you'll find it under "site" category) and then check the little box in its "INFO" TAB to make the module "active"? and Save Changes?

^^ What Strumelia said. The jrAdminMenu looks for the BODY tag and inserts itself there, even a custom skin should have a:
<body>
tag.

The only reason it might not turn up is if you put some classes or id's on the BODY tag.
