Pager at top and bottom of a core list

Couldnt find any threads but i am simply trying to put the pager at the top off any core lists just like at the bottom,

Checkout the code in the Core list_pager.tpl template and see how that might be included at the top of the item_list.tpl template of the module that's being listed.
Its not something that we've tried before but that would be the starting point.
