How do you add new forum topics to your jamroom community website and move existing discussions to this new topic?

Make sure you've enabled the "categories" in your forums Settings tab, you should then see a categories tab that will allow you to setup different topic categories.

To move a post/thread, modify the first one in the thread and you'll see a drop down selection that will allow you to move the post to a different category.
