I'll probably have more questions until I get used to this...

Please can you tell me where I can create new blog category? Can't find this.

When you create a blog, you can create a category.
In subsequent blog creations you can either select that category or create a new one.

Can we set things so only admins can create a new blog category, and regular members only pick from the choices of whatever categories have so far been created by the admins? Also, a small question- what if the admin creates a blog and sets a new category... and there is only that one blog in that category, and then later the admin deletes that blog- will that category disappear then, or remain as a category even with no entries in it?

Yep - this is where the Form Designer comes in. Go into "create" for a new blog entry, and click on the "Form Designer" button in the upper right. Click "modify" next to the blog_category entry. Change the "type" from "select_and_text" to just "select". Then, in the "options" textarea enter your choices, 1 per line in the following format:

Category Name|Category Name

Then when creating a blog your users will only be able to select from the categories you have created.

The category will be deleted as well - there's no "standalone" categories - all categories are tied to an actual blog entry.
