I would like to be able to remove old users that maybe signed up and never did anything, never opened a newsletter, etc. Is there any way of tracking what users do and being able to remove them in bulk based on their actions? Or can you change the quota of say a mass of users at the same time based on activity?

There's the DATA BROWSER in the DASHBOARD section, you can delete user and profile in one go from the 'user' list. You can also see if they've never logged in or their last login date.

You can also use custom filters in the data browser search to check for specific user activities etc. See the search field help button.
