would like to see a group module where users can create and join groups

What would they do in those groups?

You could use a quota for it like we have here. All members who subscribe get access to the "Backstage"

Where there is a fourm, special offers and stuff for members of that group.

I was thinking more of users being able to create groups that other users can join , post bulletins, and allow access to items only to group members

You would have to do something custom for this - JR is not setup to use random "groups" nor can it enforce membership in a group.

Sure - you would just need to make your Quota a "power user" quota, then they can create additional profiles just like in JR4.
