I will try to explain how to go around upload file size when you want to upload the GeoLiteCity.dat.
This is for Apache server.
Create a file with your notepad and save it as .user.ini and paste this text inside and save.
memory_limit = 128M
upload_max_filesize = 100M
post_max_size = 110M
Then upload it in the same folder as you installed your jamroom.
