solved jrForum requires jrAction

I noticed that the latest update to jrForum 2.1.0 makes jrAction a requirement.

We don't have jrAction enabled on academicskills - is this likely to cause much of a problem with our forums?

This was a mistake and has been fixed in the latest Forum module - sorry about that!
