Is it possible to let each groups admin have this privilege? If so, how would I set that up?

Yes - just enable the module by quota, then group creators/owners in enabled quotas will be able to email their group members.

So first I would have to create a quota, and lets say I call it "Group Owners" and then I would put the module into that quota?

You should already have quotas on your system? You just need to enable the module in the quotas you want it to be enabled in.

Brian,
Becuase of the structure of my site (my forum is a group), my default is the example quota, which is how I activated it, and now I can see the pencil. The issue is now everyone can write within a group, which I am not sure if it is good or bad at this point.

Get the latest version of the module. The 'pen' icon showing to all users and not just the group owner has been fixed (though if clicked, users would still have had the option to only mail their own groups).
