Is there a way to create a Custom User Group?

I am looking to create a Moderator Admin that has access to the dashboard for content approval, but is not allowed to change profile info.

I don't think this is possible with something custom as user groups and their permissions are deeply embedded within Jamroom's core code.
What might be possible though is to put these 'approval only' admins in their own quota then exclude the profile update and delete buttons from them with template code. However, if the admin did know how to build the profile/user update urls, he could still enter them directly and do updates. Having said that, a simple custom module to 'listen' for these forms and redirect if a member of the 'approval only' quota would be straightforward to build.
