how do I get notified of new user accounts in order to approve them...

In your ACP > Users > Users > Quota Config, set the signup method to admin validation for the quotas your allowing signups on.

The admin will receive an email about new signups and you can approve or disapprove new accounts in your ACP > Dashboard > Pending section.

After digging around abit, I found the dashboard (I somehow knew it would be right in front of me). Now I am having the problem that new users, the only way I can get them through the registration process, is have the settings on instant approval. The email confirmation link doesn't appear to be working. Is there anywhere I can check to see if its on my local end, or if its on the serverside? Thanks again for going out of your way for the help.

Check your admin notification settings to make sure emails are enabled for this action - http://yoursite.com/user/notifications/profile_id=1/user_id=1
If that is ok, check that emails are working by sending a test email - ACP=> Communication=> Email Core=> Test Email
Then maybe temporarily set the Email System to 'Debug Log' - ACP=> Communication=> Email Core=> General Settings=> Active Email System then register a new user to see if the email to admin ends up in the Debug Log.

I'm able to send test emails it says, however they are not getting delivered. The debug thing is over my head. Thanks for your patience.

I am certain the email isn't being sent, I've managed to que it, but not send a thing. So I should start looking at the server side?

I've just took the liberty of logging into your site and sent a test email to myself with the active system set to debug log. The email gets there. Set the active email system back to local server and tried again. It hasn't come, so yes, I think you need to start looking server side. Check for any error logs.

you can use the newsletter module to test send an email.
ACP -> COMMUNICATION -> NEWSLETTERS

or there is a test email in the email core too
ACP -> COMMUNICATION -> EMAIL CORE -> TEST EMAIL.
