I just started a Jamroom site after taking a break for 2 years, and I need good quality traffic, I need good sign ups, whether it's bands/artists or fans, anyone know of any sites or anyone in the jamroom community selling good quality music traffic?

If you signup for their "Review New Bands" here http://www.musicsubmit.com/signup , they'll email you with new bands that fit your site, which can be setup in your account, and then you can contact the band directly to see if they would like to signup on your site.

Is that what your looking for?

No problem, I've been using them for a few years and I always get emails of newly added bands/artist, then I can listen to them and decide if they would be a good fit for my site.

Cool, yeah thats a great idea, I did apply yesterday but haven't heard anything from anyone yet, I assume they review all requests during normal business hours.

The search term your after is "A&R submit online" You want to be on the receiving end of the A&R submissions.

Brings up a few similar sites.

You can try Michael's suggestion, however I don't think you'll find a site that comes close to MusicSubmit or one that will allow you to signup as a resource for their artists/bands.

A lot of those A&R sites deal with high-end label companies only.
