Newsletter refined function? or PMs to multiple selected members?

Since we cannot send out Private Notes to more than one user or profile at a time...
Is there a way to refine the Newsletter module to allow us admins to compose and send out a newsletter to a group of profiles we hand select? Instead of having to send a newsletter to entire quota(s).

Somehow or another, we Admins could sure use a way to send messages, announcements, invites, or info to a selected group of members without having to send it out to one person at a time, multiple times....and without having to transfer bunches of members in and out of quotas every time we want to send a message to certain bunches of people that might change. (hence not leaving them in a defined quota)

Even BETTER would be to give the Private notes module a quota-controlled option to select/send to multiple users- so that we could choose having ONLY ADMINS have that feature, and still prevent members from sending out PMs to more than one member at a time if we like (and set like that by default).

As above, I'd like to request this:

I second this request. It would also be really useful to be able to select all members of a Group. At least the owner of the group and Admins should be able to do that. At the moment, I am trying to work around this by creating a "group news" discussion for each group and asking all the members of the group to follow it, but that is not being terribly effective.

This would be something we would do in the Newsletter module, and NOT Private Notes (we don't want to be dumping potentially thousands of Private Notes into your system in one shot).

The issue here is that say you have 50,000 profiles on your site and you want to send to 25 of them - how do you "select" them? This is what Jamroom Quotas are for - they are designed for you to "group" profiles into specific groups. If you don't want to do that because it's really a one shot message - i.e. it's not a group you will ever use again - then I can understand wanting this in the newsletter. My concern is how to:

1) Add a feature like this to the newsletter module and make it actually usable
2) not overwhelm users who DON'T want this by having buttons and selectors they won't use.

Well, if you're talking about adding the function to the existing Newsletter system...I like the way the private notes system handles selecting a recipient- you begin typing the member name and auto-complete starts giving you a list of members you can choose from without having to type the entire name. Then you might click on "+add more" and get the same field to start typing in another user name...and add them.
Any way you look at it, one would need to specifically select or add certain member names if not simply sending the newsletter to an entire quota.
Moving members out of their quota simply to send them a message, and then return them again... is not practical. What if their quota gives them various privileges or abilities, and they suddenly have those taken away while you are getting ready to send them a newsletter?
Sometimes you just gotta send a message to a dozen or 3 dozen people about something...and doing it one. at. a. time. seems a little primitive. ;)

There are two ways we want to do multiple-recipient messages on our site:
1) 'Broadcasts' to a quota (occasional, by Master Admin or Admin);
2) Messages to all users who are following a specific Group (frequent, by Admin or group owner).

There is a need for Admins and owners of Groups to send messages to an entire group membership. The members of a Group may not all be in the same quota, and not everyone in a quota will be a member of the group.

Our groups typically have around 200-400 members. One or two have over 1000. It is not practical to 'hand select' all members of a group every time you want to send a message to its membership. The group membership will change as users join or leave groups, so it's not desirable to have a fixed address list either. If there was some way of addressing a newsletter to 'all members of Group' that would be fantastic.

We don't at the moment have a quota for Group Leaders, but it seems like a good idea. If newsletter recipients could be selected by group membership, then we would want to give the Group Leader quota the ability to send newsletters.
