Meta Tags are not unique to Jamroom - they are an HTML element:

The Jamroom Meta Tag Manager module allows you to create and update Meta Tags in your Jamroom:

Thanks for those links. I know meta-tags are used by external search engines; do they have any value or function within the Jamroom system, for operation of a JR site?

There is nothing unique about meta tags and Jamroom - they do not have any operational value that is specific to Jamroom. The module simply allows you to add and modify Meta Tags for your site.
