Before I go any further with my idea, is it possible that a quota could access groups and another one could not? I see a lot of variables I can set up (such as blogs, uploads, etc.) but I was really hoping everyone could have access to forums, but a small monthly fee would have a lot of perks--including group access.

Yes go to groups module in admin. Click the quota tab and then set the permissions for each quora

I think you can also clone a quota and then tweak it. Like set up your basic Members quota (with no groups access), clone it and call it MembersPlus or something, and it'll be the same...but then allow groups for the MembersPlus quota. Just remember that a profile can only be assigned to one quota at a time. Thus you may need to make a few cloned quotas with feature access differences in various combinations.
