Can someone please try this in ProJam?

go to acp
select skins
select language tab - default lang/culture is en-US
change that to es-ES
result: you are now on the module language tab not skin

expected result - you should still be on the skin tab and the language strings for spanish should be displayed

I see this - this is not skin related but related to the language selection jumper - I'll get it fix for the 5.1.3 release.
