At this point, I don't want to sell digital downloads.

However, I do want to offer the ability to upload PDFs in one of my quotas so that members can embed them in posts and comments.

Possible?

Should be able to do by not setting a price for the file.

... I don't want to set up a FoxyCart account yet or install that plugin.

You shouldn't have to use the jrFoxyCart modules. Are you trying to do this with the jrFile module?

If so without the FoxyCart modules there won't be a price field to set and all files should be downloadable.
