Topic notifications not working

Topic notifications for topics someone else started isn't working for me, I click on the "Topic Notification" button on those topics and nothing happens.

When you say "nothing happens" do you mean you do not get a notice saying you are now following the topic and it turns yellow? Or do you mean that you do not get the email notifications?

One other thing I see is that it looks like you have never gone into your notifications section:

https://www.jamroom.net/user/notifications

Make sure those are all setup as you want and save.

I did and do get notifications for topics I started, but not from others I didn't, the button doesn't turn yellow when I click on it, however on topics I have started the button is yellow.

By the way, on my notifications section here, everything is checked so I receive an email.

Yeah it automatically sets you up to be notified on topics you start. When you click on the small target icon do you get any feedback at all? Does it tell you you are now following the topic or does it just appear to do nothing at all?

The only button I see on topics I didn't start is the "Topic Notification" button and it's grey.
