So am I correct in that you can not download a beta of the sitebuilder unless you are a subscriber?

No - Site Builder is in beta, so you just need to go into your ACP -> Core -> Marketplace -> Tools -> Release Channels and click on "Make Active" for the BETA channel (by default the beta channel is not active). The Beta items will show.

Without a subscription though you will have to wait for 30 days after a new module/skin is released before you can install it.
