I understand that part, what I mean is, are there any plans to have a built in mechanism to replace the charcters. So that, a user could use é in their profile name, and their URL will automatically show "e".

I was going to suggest that- but I think that's for limiting uploads (item creations), not downloads. Might be an interesting feature to add to that module though (limiting downloads).

When a user name with "é" is used, the "e" is dropped from the url.

Is there a way to rectify that?

Just so you know on the item detail page of a soundcloud item, I've noticed the player is exhibiting the same type of issue. See URL in attachement

Usually JBServers will put the newest Jamroom package on there for you when you sign up. So you can access the install.php and hit the ground running. Have you submitted a ticket with them? From my experience, that cpanel/file browser is a quirky one. Have you tried with a FTP client?

What if, upon import Jamroom saves and/or caches the image to the JR server, aka a location that is already https?
