You can set that so only the admin quota can use if you want. It is in the ACP > Admin > Page Creator > Quota Config

If you are referring to the "+" button on the right side of the profile menu, that is an admin-only button.

Ah, yes... the Google ads code was covering up the buttons and was not working, I disabled it in the skin settings.
The Google code probably needs to be looked at again, doesn't look like that code is working anymore, I'm guessing Google changed something.

New account appear with signups turned off

I'm guessing the users were signed up before you turned off signups and then validated their account after?
Are there any activity logs about the signups?
I can see the signup is turned off on your site here ( www.musicrush.com/user/signup )
So there should be no possible way for anyone to signup to your site.
