Blocked IP addresses and Forum Question

I have a question about migrating Ning to Jam, what happens to the blocked IP addresses? do they remain blocked or does that feature become invalid? There are a lot of spammers whose IP addresses I blocked and I would love for them not to able to sign up for my site anymore.
Second question, do the forums on Jam allow for images to be uploaded and special text? or is it all HTML?
