No docs on design. You'll wanna search CSS sources. The slides mostly CSS animation with a tiny bit of JS. The hovers are all CSS.

The user can, at any point, just share the new item created by the admin on their profile. That way it will appear on their timeline.

Only the user can add to their timeline. If you want to post as a user, you will need to log in as that user.

New “Profile Pulse” for profile notification counts

It notifies you of new followers, mentions, likes, comments, ratings and shares.
It's right there on the main menu of the Follow Me skin.
