Did this just start recently? I'm trying to determine if there is something in the template that needs checking.

Also take a look at the skin settings followers tab.

You can edit the meta.tpl and remove it there. You'll wanna use the template editor.

That code prevents the page from jumping back to the top if the url is a hashtag #. Fortunately there aren't many links that use it anymore, so you can remove it. If you encounter a link that is only # you can just remove the href property.
