I support a lot of software designed for web use and can't understand
why you think using a completely different version automatically qualifies you for an upgrade?
These guys spend a lot of time re-vamping the existing software to bring it into the modern sector.
The base code has always been free, if you want more, than you pay for it.
Any software is going to change and still support the older software for a period.
They upgrade because times change and they follow whats happening with the web.
If you had a Space Invaders script from the 80's would you still expect it to be a free upgrade?
If you are on jr4, Stay there as it ...works
If you wish to upgrade to the newer version
1...its free....
2...they have jr4 import tools....
3...You will need to purchase the latest modules if you want your site to work better than it does now.
JR5 is completely different than JR4.
JR5 is completely re-written code which only works in its own environment.
It's like saying I have programmes I bought for windows XP , Why cant I use them with windows 8?
Simple answer: A lot of work has gone into the newer versions and for a free software you have to keep these guys alive for them to keep updating and making them work with your new software ( OS ).

@brian said, Discounts are applied for current users of JR4 which is great.
But at the end of the day, You need to work out...Should I upgrade or stay with what I have got.
If you upgrade and need more than the free version than expect to pay for the up to date software that only works with that version.
Otherwise stay where you are.
Just my 2 cents anyway as it irks me when people complain about free software with paid add ons.
A lot of work has gone into the JR5 software and although it's free it should be recognised as a new product.
Not an add on for JR4.

PS. When Jamroom 6 comes out I will be buying my modules again...Why?
Because these guys have done the ground work and know whats current.
Their software is free apart from the modules.
If you want free, than build your site with the basic version.
Don't expect any updates for a different version.
If you truly want to support this project, than any new version you would be happy to support.
